Joseline Peña-Melnyk is a dedicated public servant hailing from Maryland Legislative District 21, encompassing parts of Prince George’s and Anne Arundel Counties. She lives in College Park as a devoted wife and mother of three children. A U.S. citizen since 1983, Joseline was born in the Dominican Republic, and raised by a single mother who worked in New York’s Garment Industry and often struggled to make ends meet. Despite the difficult circumstances, Delegate Peña-Melnyk excelled in school and became the first in her family to graduate from college.
Following her law degree, she embarked on a noteworthy legal career, serving as a prosecutor in the United States Attorney’s Office in Washington, D.C., a defense attorney, and a staunch advocate for neglected and abused children. Her public service journey began with two terms on the College Park City Council before her election to the Maryland House of Delegates in 2006.
Delegate Peña-Melnyk is a seasoned legislator with an impressive track record, having sponsored over 80 bills that became law. Now in her fifth term, she is Chair of the Health and Government Operations Committee, making her the highest-ranking Latina in the history of the Maryland General Assembly. Joseline is a founding member of the Maryland Legislative Latino Caucus and currently serves at the Vice Chair. She is also a valued member of various committees and caucuses, including the Legislative Black Caucus of Maryland, Women Legislators of Maryland Caucus, Veterans Caucus, and more.
A central theme throughout Joseline’s career has been her commitment to improving healthcare policy. She works tirelessly to ensure that Marylanders have access to affordable, equitable, and high-quality healthcare. She’s shared her expertise and insights at conferences all over the continent. Joseline focuses on eliminating healthcare disparities in minority communities, expanding access to health care for all people, and transforming mental health delivery systems across the state.
