Donald Wolfensberger has extensive expertise on the U.S. Congress, including Congressional rules, procedures, legislative processes, and appropriations. He has served as the Chief of staff of the House Rules Committee in the 104th Congress (1995-1996) and 103rd Congress (1991-1994). Prior to that, he was the minority staff director of the Subcommittee on Legislative Process, as well as the minority staff director for the Subcommittee on Rules and Organization of the House. He was named one of the top fifty staffers in Congress annually from 1987-1998 by the Capitol Hill newspaper, Roll Call.
His major publications include “Congress and Policymaking in an Age of Terrorism,” and the essays “Rules Committee” and “Special Rules,” both published in the Encyclopedia of the United States Congress.
He has successfully completed coursework toward an M.A in Political Science from the University of Iowa and holds a B.A. in English from North Central College.
